The Role Of Contract Farming In Integration Of Technology And Infrastructure In Indian Agriculture.

There is vast scope of contract farming in Indian Agriculture. This can improve the life style of our farmers and their children.

After lagging behind for so many years, Indian agriculture is now picking it's growth rate. After being neglected in infrastructure development whether it may be road and transport sector, or it may be in use of modern technologies, modern machineries, educated farming community or it may be in getting better security options for crops like insurance coverage facility, or it may be in interim income in lean periods like in Agricultural allied activities example Dairy, Fishery etc or it may be in drowned condition under bad debt of our farmers, but now agriculture is in the way of development.

After successful incorporation of contract or tripartite agreement in Dairy sector, now its the time for legal incorporation of contract agreement in farming sector in India will surely bring " Kranti" in increasing productivity and more profit for small, marginal and large farmers all together. Most importantly this contract farming will help our small and marginal farmers in a greater way. Because small and marginal farmers have less land holdings and they have weak financial conditions. Thus they generally don't go for commercial cultivation of crops and stick to those traditional farming.

But in contract farming a group of farmers can go for commercial cultivation and the company who is involved in contract will provide all the inputs for farming activity like seeds, fertilizers, pesticides, irrigation, technology, expertise, transport etc to procure a quality produce and will give farmers a better price. Because best quality agricuture produce can create a better and popular brand image of the company. This best quality of the Agriculture produce can ultimately increase our export quality food items and help India in becoming an economic super power, as the population of small and marginal farmers are arround seventy percent of total farming community.

This contract farming ultimately will improve the living standard of our farmers. So that they can give better education to their children and make their future bright.

Indian Agriculture Needs Mechanisation, Mordernization, Liberalisation and Globalization.

Agriculture is the backbone of our economy. More than sixty percent of Indian are doing agriculture and allied activities.Agriculture is an evergreen oppertunity. 

As the population of India is huge, the land size are decreasing day by day. Though there are some land reforms but still there are more than 65 percent farmers are small and marginal. Thus use of machineries are little bit difficult and expensive in that small land holdings. Here comes the concept of integrating farming and intensive farming. That means farmers should go for cultivation of more than one crop in a small piece of land in a specific period of time. That is called double croping or multiple cropping. Farmers shouldn't keep their land vacant instead kept engaged all the year by doing crop rotation like after cultivating cereals should go for pulses or oilseeds or vegetables. Or they can go for cultivating pulses and intercropping of vegetables. Or Farmers can go for cultivating different types of flowers, fruits etc. Specifically cultivation of flowers would give farmers more profit.

By adopting mordern technologies and machineries like seed sowing machine, transplanting machine or transplanter, weed cutter, spayer, drip irrigation or rain irrigation system, harvester, thrasher, reaper etc one can make farming activity easier and increase his productivity. For horticulture crops one can go for commercial cultivation by using technologies like grafting, layering, budding, tissue culture etc. For more profit farmers should go for growing plantation crops which long run will give him profit by intercropping. Means between two plantation crops one can take option of growing pulses or vegetables which is short term crops.

Here government should help farmers in getting the farm machineries more affordable and less cost by giving them subsidies on machineries and free market. One more important thing is awareness and sponsors who will help farmers by giving information about profitable varieties of crops, climatic information, disease, pest, and it's treatment, market price of crops, about different newly developed technologies etc. They should aware our farmers about different government schemes.

Government should sensitize the line departments like agriculture office, horticulture office, NABARD and other grassroot departments to work more efficiently and effectively. Because generally these departments are not much effective in helping and motivating our farmers. There should be more provision of trainings in allied activities like Dairy, Fishery, Poultry, Layer units, Organic farming etc. 

Our prime minister is emphasizing on branding and promotion of local agriculture produce in international platforms. And according our present situation Globalization is important in agriculture in order to attract more investments in agriculture. Grading, packaging, cleaning plays vital role in international marketing. That's why India is more serious about vocal for local campaign.

Before globalisation of Indian agriculture, liberalisation of agriculture is important. Thus our government recently passed agriculture reform bills and those bills are widely accepted by our farmers. These bills have given our farmers a wide market and platform for trading and e-trading which ultimately increase their income.

ଆସନ୍ତୁ ଜାଣିବା କୃଷି ବିଲ ୨୦୨୦ କଣ ଏବଂ ଏଥିରେ କୃଷକ ମାନଙ୍କ ପାଇଁ କଣ ସବୁ ସୁବିଧା ରହିଛି। ସେପ୍ଟେମ୍ବର ୨୦୨୦ ରେ ଦୁଇଟି ନୂଆ ବିଲ ଆମର ସଂସଦ ରେ ଗୃହୀତ ହେଲା ସର୍ବାଧିକ ସାଂସଦ ମାନଙ୍କର ସହମତି କ୍ରମେ। ଆଉ ଗୋଟିଏ ବିଲ କୁ ସଂଶୋଧନ କରାଯାଇ ସଂସଦ ରେ ଗୃହୀତ କରାଗଲା।ତେଣୁ ସର୍ବ ମୋଟ ତିନୋଟି ବିଲ ଗୃହିତ ହେଲା।ତେବେ ଆସନ୍ତୁ ଜାଣିବା ବିଲ ଗୁଡିକ କଣ କଣ ଆଉ ତାହାର ଉପକାରୀତା କଣ ବା ଆମର କୃଷକ ଭାଇ ମାନେ ସେଥିରୁ କଣ ଲାଭ ପାଇପାରିବେ?

ପ୍ରଥମ ବିଲ: କୃଷି ଉତ୍ପାଦ ବ୍ୟବସାୟ ଏବଂ ବାଣିଜ୍ୟ ( ପ୍ରଚାର ଓ ପ୍ରସାର ) ବିଲ ୨୦୨୦।

• ସୁବିଧା ଓ ସୁଯୋଗ: କୃଷି ଉତ୍ପାଦ ବଜ଼ାର ସଂଗଠନ ବା ଏପିଏମ୍ସି ନିୟମ ଅନୁସାରେ ରାଜ୍ୟରେ କୃଷି ଉତ୍ପାଦ ବିକ୍ରି ପାଇଁ ଯେଉଁସବୁ ବଜାରମାନ ଥିଲା, ସେହି ବଜାର ଗୁଡିକର ପରିସର ବାହାରେ କୃଷକ ତାର ଉତ୍ପାଦ କୁ ବିକ୍ରୀ କରିପାରିବ ଏବଂ ଏକ ପ୍ରତିବନ୍ଧକ ବିହୀନ ବଜାର ପାଇପାରିବ।
• କୃଷକ ଭାଇ ନିକଟରେ ଦୁଇଟି ବିକଳ୍ପ ରହିବ। ଜଣେ କୃଷକ ନିଜ ଇଚ୍ଛାରେ ଚାହିଁଲେ ପୂର୍ବରୁ ଥିବା ପୁରୁଣା ମଣ୍ଡି ବା ପୁରୁଣା ବଜାର ରେ ନିଜ ଉତ୍ପାଦ କୁ ବିକ୍ରୀ କରିପାରିବ କିମ୍ବା ସେ ଯଦି ଚାହିଁବ ପୁରୁଣା ବଜାର ବାହାରକୁ ଯାଇ ଅନ୍ୟ ଯେକୌଣସି ରାଜ୍ୟରେ ଅଥବା ନିଜେ ଠିକ କରିଥିବା ବିକ୍ରେତା କୁ ନିଜର ଉତ୍ପାଦ କୁ ବିକ୍ରୀ କରିପାରିବ।
• ଏହି ବିଲ ପୂର୍ବରୁ ଥିବା ଏପିଏମ୍ସି ନିୟମ ଉପରେ କାର୍ଯ୍ୟ କରିବ।
• ଏପିଏମ୍ସି ବାହାରେ ଯେଉଁମାନେ ନିଜ ଉତ୍ପାଦ କୁ ବିକିବେ, ସେମାନଙ୍କୁ ରାଜ୍ୟ କୁ କୌଣସି ଟାକ୍ସ ଦେବାକୁ ପଡିବନାହିଁ। କିମ୍ବା ରାଜ୍ୟ ସେହି କୃଷକ ଭାଇ ମାନଙ୍କ ଉପରେ କୋୖଣସି ଟାକ୍ସ ଲାଗୁ କରିପାରିବନାହିଁ।
• ଏହି ବିଲ ଅନୁସାରେ କୃଷି ଉତ୍ପାଦ ର ମାନେ ହେଉଛି, ଖାଦ୍ୟ ସଶ୍ୟ । ଏହି ଖାଦ୍ୟ ସଶ୍ୟ ଭିତରେ ଆସୁଛି, ଧାନ ଜାତୀୟ, ଡାଲି ଜାତୀୟ, ତୈଳ ଜାତୀୟ ଖାଦ୍ୟସଶ୍ୟ, ଫଳ, ପନିପରିବା, ତେଲ, ଆଖୁ, ମସଲା, ବିଭିନ୍ନ ପ୍ରକାରର ବାଦାମ, କୁକୁଡ଼ା, ଘୁଷୁରୀ, ଛେଳି, ମାଛ ଏବଂ ଗାଈ ଚାଷ ରୁ ମିଳୁଥିବା ଖାଦ୍ୟ ଉତ୍ପାଦ ସବୁ, କଚା ତୁଳା, ଝୋଟ, ତୁଳା ମଞ୍ଜି, ଗୋ ସମ୍ପଦ ମାନଙ୍କର ଖାଦ୍ୟ ସଶ୍ୟ ଯେପରିକି ଘାସ, ପିଡ଼ିଆ, ଚୋକଡ।
• ଏହି ବିଲ ଏପିଏମ୍ସି ନିୟମ ଅନୁସାରେ ଆସୁଥିବା କୃଷି ଉତ୍ପାଦ କୁ ମଧ୍ୟ କୃଷି ଉତ୍ପାଦ ଭାବରେ ଗ୍ରହଣ କରିଛି।
• ଏହି ବିଲ ରାଜ୍ୟ ଭିତରେ ଏବଂ ରାଜ୍ୟ ବାହାରେ ବା ରାଜ୍ୟ ରାଜ୍ୟ ମାନଙ୍କ ମଧ୍ୟ ରେ କୃଷି ଉତ୍ପାଦ ର ପ୍ରତିବନ୍ଧକ ବିହୀନ ବ୍ୟାପାର ବାଣିଜ୍ୟ କୁ ଅନୁମତି ପ୍ରଦାନ କରୁଛି।
• ଏହି କୃଷି ଉତ୍ପାଦ ର ବାଣିଜ୍ୟ ଓ ବ୍ୟବସାୟ ଏପିଏମ୍ସି ନିୟମ ଅନୁସାରେ ଆସୁଥିବା ସରକାରୀ ବା ବେସରକାରୀ ବଜାର ପରିସର ବାହାରେ ହୋଇପାରିବ। ଯେପରିକି ଫସଲ ଉତ୍ପାଦନ ସ୍ଥାନ ବା କ୍ଷେତ ରେ କିମ୍ବା ଫସଲ ଆଦାୟ ସ୍ଥାନ କିମ୍ବା ଫସଲ ଏକତ୍ରିକରଣ ସ୍ଥାନର ବାହାରେ। ବ୍ୟବସାୟୀ ସିଧାସଳଖ କୃଷି ଉତ୍ପାଦ କୁ କୃଷକ ଠାରୁ ଆସି ନେଇପାରିବ। ଏହାର ପରିସରଭୁକ୍ତ ହେଉଛି କ୍ଷେତ ଫାଟକ, କାରଖାନା ପରିସର, ସରକାରୀ ଏବଂ ବେସରକାରୀ ଗୋଦାମ, ଭଣ୍ଡାର ଘର, ସିତତାପ ନିୟନ୍ତ୍ରୀତ ଗୃହ। ଏହି ଜାଗାମାନଙ୍କରୁ ସିଧାସଳଖ ବ୍ୟବସାୟୀ କୃଷି ଫସଲ କୁ ନେଇ ପାରିବ।
• ଏହି ବିଲ ଅନୁସାରେ ସିଏ କୃଷକ ଯିଏ କି ଖାଦ୍ୟ ସଶ୍ୟ ଉତ୍ପାଦନ ରେ ନିଜେ ନିୟୋଜିତ ଥିବା କିମ୍ବା କୌଣସି ଠିକା ଶ୍ରମିକ ମାଧ୍ୟମ ରେ ଖାଦ୍ୟ ସଶ୍ୟ ଉତ୍ପାଦନ କରୁଥିବ ଏବଂ ଯେକୌଣସି ଏକ ଏଫପିଓ ଅଥବା କୃଷକ ଉତ୍ପାଦକ ସଂଘ ର ସଭ୍ୟ ହୋଇଥିବ।
• ଏଫପିଓ ବା କୃଷକ ଉତ୍ପାଦକ ସଂଘ ଅର୍ଥ ହେଉଛି କେତେଗୁଡିଏ କୃଷକ ମାନଙ୍କର ମିଳିତ ସଂଗଠନ ଏବଂ ଏହା ଯେକୌଣସି ଏକ ନିୟମ ଅଧୀନ ରେ ପଞ୍ଜିକରଣ ହୋଇଥିବେ କିମ୍ବା ଯେକୌଣସି ରାଜ୍ୟ ବା କେନ୍ଦ୍ର ସରକାରଙ୍କ ଯୋଜନା ମାଧ୍ୟମ ରେ ଗଠିତ ହୋଇଥିବେ।
• ଏହି ବିଲ ରେ କୃଷି ଉତ୍ପାଦ ର ବାଣିଜ୍ୟ ପାଇଁ ଯୋଗ୍ୟତା ମାନଙ୍କ: ଏହି ବିଲ କୃଷକ, କୃଷକ ଉତ୍ପାଦକ ସଙ୍ଘ ଏବଂ ବ୍ୟବସାୟୀ ଙ୍କୁ କୃଷି ଉତ୍ପାଦ ର ବାଣିଜ୍ୟ ପାଇଁ ଅନୁମତି ଦେଉଛି। 
• ଏଠାରେ ବ୍ୟବସାୟୀ ହେଉଛନ୍ତି ସେମାନେ ଯେଉଁମାନେ କୃଷକ ଠାରୁ ସିଧାସଳଖ ଭାବେ ତାର ଉତ୍ପାଦ କୁ ନେଇ ଗ୍ରାହକ ପାଖରେ ପହଂଚାଉଛନ୍ତି, ରପ୍ତାନି କରୁଛନ୍ତି, ପ୍ରୋସେସିଂ କରୁଛନ୍ତି, ଉଦ୍ୟୋଗ ପାଇଁ ବ୍ୟବହାର କରୁଛନ୍ତି, ଖାଦ୍ୟସଶ୍ୟ ମୂଲ୍ୟ ବର୍ଦ୍ଧନ କରୁଛନ୍ତି, ଖୁଚୁରା ବ୍ୟବସାୟ କରୁଛନ୍ତି କିମ୍ବା ନିଜେ ତାକୁ ବ୍ୟବହାର କରୁଛନ୍ତି।
• ଯଦି ଜଣେ କୃଷକ ଏପିଏମ୍ସି ନିୟମ ଅଧିନ ରେ ଆସୁଥିବା ଉତ୍ପାଦ ର ବ୍ୟବସାୟ କରେ, ତେବେ ସେ ଏକ କୃଷକ, କୃଷକ ଉତ୍ପାଦକ ସଙ୍ଘ ଓ କୃଷି ସମବାୟ ସମିତି ହୋଇଥିବା ଆବଶ୍ୟକ। କିମ୍ବା ସେହି ବ୍ୟବସାୟୀ ର ପାନ କାର୍ଡ ଥିବା ଦରକାର ଏବଂ ତାହା ଇନକମ ଟାକ୍ସ ଆଇନି ୧୯୬୧ ଭିତରେ ଆସୁଥିବା ଦରକାର। ଏହାଛଡା ଅନ୍ୟ ଯେକୌଣସି ଭାରତ ସରକାରଙ୍କ ଦ୍ୱାରା ଅନୁମୋଦିତ ହୋଇଥିବା ଡକୁମେଣ୍ଟ ଯଦି ସେହି ବ୍ୟବସାୟୀ ଧାରଣ କରିଥାନ୍ତି, ତେବେ ବି ସେ ଏହି ବାଣିଜ୍ୟ କାରବାର କରିପାରିବେ। ଯଦି କୌଣସି ବ୍ୟକ୍ତି ଏହିସବୁ ନିୟମ କୁ ନମାନନ୍ତି, ତେବେ ତାଙ୍କୁ ସର୍ବନିମ୍ନ ଜୋରିମାନା ପଚିଶ ହଜ଼ାର ଟଙ୍କା ରୁ ସର୍ବାଧିକ ପାଞ୍ଚ ଲକ୍ଷ ଟଙ୍କା ପର୍ଯ୍ୟନ୍ତ ପଇଠ କରିବାକୁ ପଡିବ। ଯଦି ଜଣେ ବାରମ୍ବାର ଏହି ନିୟମର ଉଲଂଘନ କରନ୍ତି, ତେବେ ତାଙ୍କୁ ଆହୁରି ପ୍ରତିଦିନ ପାଞ୍ଚ ହଜ଼ାର ଟଙ୍କା ଲେଖାଏଁ ଜୋରିମାନା ଦେବାକୁ ପଡିବ।
• ଯେଉଁ ବ୍ୟବସାୟୀ କୃଷକ ସହିତ କୃଷି ଉତ୍ପାଦ ର ବ୍ୟବସାୟ କରୁଥିବେ, ତାଙ୍କୁ କୃଷକ କୁ ସେହି ସମାନ ଦିନରେ ସମସ୍ତ ଟଙ୍କା ଦେବାକୁ ପଡିବ। କିମ୍ବା ସେହି ସମାନ ଦିନରେ ରସିଦ ଦେଇ ସର୍ବାଧିକ ତିନି ଦିନରେ ସମସ୍ତ ଟଙ୍କା କୃଷକ ଭାଇ କୁ ଦେବାକୁ ପଡିବ।
• ଏହି ବିଲ କୃଷକ କୁ ଏକ ଈ- ବ୍ୟବସାୟ କରିବା ର ସୁଯୋଗ ପ୍ରଦାନ କରୁଛି, ଯେଉଁଥିରେ କୃଷକ ଇଣ୍ଟରନେଟରେ କିମ୍ବା ମୋବାଇଲ ଆପ ମାଧ୍ୟମ ରେ ବିକାକିଣା କରିପାରିବ ଏବଂ ଗ୍ରାହକ ଏହି ଇ- ବ୍ୟବସାୟ ମାଧ୍ୟମ ରେ ତାର ମନ ପସନ୍ଦ କୃଷି ଉତ୍ପାଦ କୁ ନିଜ ଘରେ ବସି ପାଇପାରିବ।
• ଏହି ଇ- ବ୍ୟବସାୟ ବ୍ୟବସ୍ଥା ର ଗଠନ ଏବଂ ତାକୁ ପରିଚାଳନା କରିବା ପାଇଁ ଯେଉଁସବୁ ସଂସ୍ଥା ର ଆବଶ୍ୟକ, ସେମାନେ ହେଲେ, ବିଭିନ୍ନ କମ୍ପାନୀ, ସରକାରୀ ବା ବେସରକାରୀ ସମିତି, ଫାର୍ମ ଯେଉଁ ମାନଙ୍କର ପାନ କାର୍ଡ ଥିବ , କୃଷକ ଉତ୍ପାଦକ ସଂଘ ଏବଂ କୃଷି ସମବାୟ ସମିତି ସବୁ।
• କେନ୍ଦ୍ର ସରକାର ଏହି ଇ- ବ୍ୟବସାୟ ର ରୂପରେଖ କିପରି ହେବ, ଏହାର ପଞ୍ଜିକରଣ ପ୍ରଣାଳୀ କିପରି ହେବ, ଏହା କିପରି ଭାବରେ କାର୍ଯ୍ୟ କରିବ, କୃଷି ଉତ୍ପାଦ ଗୁଡିକ ର ଗୁଣବତ୍ତା କଣ ହେବ ଏବଂ ପଇସା ଦେବା ନେବା ର ରୂପରେଖ କେମିତି ହେବ, ୟେସବୁ ର  ନିୟମ କାନୁନ କୁ ବିସ୍ତୃତ ଭାବେ ପରବର୍ତ୍ତୀ ପର୍ଯ୍ୟାୟରେ ଜଣାଇବେ। 
• ଯଦି ଇ- ବ୍ୟବସାୟ ସଂସ୍ଥା ଗୁଡିକ ସରକାରୀ ନିୟମ କୁ ମାନିବା ରେ ଅବହେଳା କରନ୍ତି କିମ୍ବା ବ୍ୟବସାୟ ନିୟମ ବାହାରେ କାମ କରନ୍ତି, ତେବେ ସେମାନଙ୍କୁ ଅବୈଧ ଘୋଷଣା କରି ସେମାନଙ୍କର ଲାଇସେନ୍ସ କୁ ରଦ୍ଧ କରାଯିବ।
• ଯଦି ଇ - ବ୍ୟବସାୟ  ସଂସ୍ଥା ର ମାଲିକ କିମ୍ବା ପରିଚାଳନା ଅଧିକାରୀ ଇ- ବ୍ୟବସାୟ ନିୟମ ର ବିରୁଦ୍ଧ ରେ କାର୍ଯ୍ୟ କରନ୍ତି, ତେବେ ତାଙ୍କୁ ଜୋରିମାନା ଭାବରେ ସର୍ବନିମ୍ନ ପଚିଶ ହଜ଼ାର ଏବଂ ସର୍ବାଧିକ ଦଶ ଲକ୍ଷ୍ୟ ଟଙ୍କା ଦେବାକୁ ପଡିବ।ଯଦି ସେ ନିୟମ କୁ ବାରମ୍ବାର ଉଲଂଘନ କରନ୍ତି ତେବେ ତାଙ୍କୁ ପ୍ରତିଦିନ ଦଶ ହଜ଼ାର ଟଙ୍କା ଲେଖାଏ ଜୋରିମାନା ଦେବାକୁ ପଡିବ।
• ଏହି ବିଲ ଅନୁସାରେ ରାଜ୍ୟ ବା ଏପିଏମ୍ସି କୌଣସି ପ୍ରକାର ର କର ବା ଟାକ୍ସ ଲଗାଇ ପରିବେନାହିଁ କୃଷକ ଉପରେ, ଏପିଏମ୍ସି ବଜାର ବାହାରେ।
• ଯଦି କୌଣସି ମତଭେଦ ବା ଝଗଡା ହୁଏ କୃଷକ, ବ୍ୟବସାୟୀ ଏବଂ ଅନ୍ୟ ସଂସ୍ଥା ମଧ୍ୟରେ, ତେବେ ଏହାକୁ ସମାଧାନ କରିବା ପାଇଁ ସେମାନଙ୍କୁ ଏସ୍ଡିଏମ ବା ସବ- ଡିବିଜ଼ୀନାଲ ମାଜିଷ୍ଟ୍ରେଟ ଙ୍କ ପାଖରେ ଲିଖିତ ରୂପେ ଆବେଦନ କରିବାକୁ ପଡିବ । ଏସ୍ଡିଏମ ମତଭେଦ ର ବୁଝାମଣା କରିବା ପାଇଁ  ଏକ ବୋର୍ଡ଼ ଗଠନ କରିବେ ଯେଉଁଥିରେ ଦୁଇ ସମୁଦାୟ ଙ୍କର ପ୍ରତିନିଧି ରହିବେ। ଯଦି ଏହିଠାରେ ବୁଝାମଣା ହୋଇନପାରିଲା ତିରିଶ ଦିନ ମଧ୍ୟରେ ତେବେ, ସମୁଦାୟ ଦ୍ବୟ ଏସ୍ଡିଏମ ଙ୍କୁ ତାଙ୍କର  ହସ୍ତକ୍ଷେପ ପାଇଁ ଆବେଦନ କରିବେ। ଦୁଇ ସମୁଦାୟ ଙ୍କ ପାଖରେ ଏସ୍ଡିଏମ କିମ୍ବା  ଜିଲ୍ଲାପାଳ ଙ୍କୁ ଆବେଦନ କରିବାର ବିକଳ୍ପ ରହିବ।

• ଏହି ବିଲ କୃଷକ କୁ ଏକ ଢାଞ୍ଚା ବା ଛାଞ୍ଚ ପ୍ରଦାନ କରୁଛି ଯେଉଁଥିରେ କି କୃଷକ ଭାଇ ନିଜେ କଣ୍ଟ୍ରାକ୍ଟ ଫାର୍ମଇଂ  କରିପାରିବ।ଏହି ଚାଷ ରେ କୃଷକ ଭାଇ ମଞ୍ଜି ବୁଣିବା ପୂର୍ବରୁ କ୍ରେତା ସହିତ ହୋଇଥିବା ଚୁକ୍ତିପତ୍ର ଅନୁସାରେ ନିଜର ଖାଦ୍ୟସଶ୍ୟ କୁ ଏକ ପୂର୍ବନିର୍ଧାରିତ ମୂଲ୍ୟ ରେ ବିକ୍ରୀ କରିପାରିବ। 
• ଏହି ବିଲରେ ସ୍ପୋନସର ବା ପୃଷ୍ଠପୋଷକ ଯେଉଁମାନେ ହେବେ, ସେମାନେ ହେଲେ ଯେକୌଣସି ବ୍ୟକ୍ତିବିଶେଷ, ଭାଗିଦାରୀ ବ୍ୟବସାୟିକ ସଂସ୍ଥା, ବ୍ୟବସାୟିକ ଅନୁଷ୍ଠାନ, ବେସରକାରୀ ସଂସ୍ଥା ଏବଂ ସମିତି ସବୁ ଯେଉଁମାନେ କି କୃଷକ ସହିତ ଏକ ଚୁକ୍ତି ରେ ଆବଦ୍ଧ ହେବେ କୃଷି ଉତ୍ପାଦ କୁ କିଣିବା ପାଇଁ।
• ଏହି ବିଲ କୃଷକ କୁ ଚାଷ କରିବା ପୂର୍ବରୁ ବ୍ୟବସାୟୀ ବା କ୍ରେତା ସହ ଏକ ଚୁକ୍ତିପତ୍ର କରିବାକୁ ସୁଯୋଗ ଦେଉଛି। ଏଥିରେ ଚାଷ କରିବା ପୂର୍ବରୁ ଉତ୍ପାଦ ର ମୂଲ୍ୟ ମଧ୍ୟ ନିର୍ଦ୍ଧାରିତ ରହିବ ବର୍ତ୍ତମାନ ଏବଂ ଭବିଷ୍ୟତ ର ଉତ୍ପାଦ ଦାମ କୁ ନେଇ।
• ଏହି ଚୁକ୍ତିପତ୍ର ରେ ମଧ୍ୟ ଜଣେ ମଧ୍ୟସ୍ଥି ର ସ୍ଥାନ ରହିବ ଯିଏକି କୃଷକ ଏବଂ ବ୍ୟବସାୟୀ ବା କ୍ରେତା ମଧ୍ୟରେ ମଧ୍ୟସ୍ଥି ର କାମ କରିବ। ଏହି ବିଷୟ ରେ ଚୁକ୍ତିପତ୍ର ରେ ସବିଶେଷ ବିବରଣୀ ରହିବ।
• ଏହି ଚୁକ୍ତିପତ୍ର ରେ କୃଷି ଉତ୍ପାଦ ର ବିତରଣ ବ୍ୟବସ୍ଥା, ଗୁଣବତ୍ତା, ମାନକ, କୃଷି ଉତ୍ପାଦ ର ମୂଲ୍ୟ ଏବଂ କୃଷି ସେବା ବିଷୟରେ ବିସ୍ତୃତ ଦ୍ୱିପାକ୍ଷିକ ଆଲୋଚନା ମାଧ୍ୟମରେ ଦୁଇ ପକ୍ଷ ର ସହମତି ରେ ବ୍ୟବହାରିକ ସର୍ତ୍ତାବଳୀ ସବୁ ରହିବ। 
• କୃଷି ସେବା ରେ ଅନ୍ତର୍ଭୁକ୍ତ ସେବା ହେଉଛି ମଞ୍ଜି, ଗୋ ଖାଦ୍ୟ, ଘାସ, କୃଷି ଭିତୀୟ ରାସାୟନିକ ପଦାର୍ଥ, ସାର, ଯନ୍ତ୍ରପାତି, ଉନ୍ନତ ପ୍ରଣାଳୀ, ଉପଦେଶାବଳୀ, ଜୈବିକ କୃଷି  ସାମଗ୍ରୀ ଏବଂ ଅନ୍ୟାନ୍ୟ ଚାଷ ସାମଗ୍ରୀ।
• ଚୁକ୍ତିପତ୍ର ର ସର୍ବନିମ୍ନ ସମୟସୀମା ହେଉଛି ଗୋଟିଏ ସଶ୍ୟ କୁ ଚାଷ କରିବାର ସମୟସୀମା କିମ୍ବା ଗୃହପାଳିତପଶୁ ମାନଙ୍କର ଗୋଟିଏ ପ୍ରଡକ୍ସନ ଚକ୍ର । ଚୁକ୍ତିପତ୍ର ର ସର୍ବାଧିକ ସମୟସୀମା ହେଉଛି ପାଞ୍ଚ ବର୍ଷ। ଯଦି ସଶ୍ୟ ର ଚାଷ କରିବାର ସମୟସୀମା ପାଞ୍ଚ ବର୍ଷ ରୁ ଅଧିକ ହୁଏ, ତେବେ ତାହା କୃଷକ ଏବଂ କ୍ରେତା ର ମିଳିତ ସହମତି କ୍ରମେ ନିର୍ଧାରିତ ହେବ।
• ଖାଦ୍ୟସଶ୍ୟ ର ବିକ୍ରୀ ମୂଲ୍ୟ ଏବଂ ତାର ବିଭିନ୍ନ ପ୍ରକାରର ସଠିକ ପ୍ରଣାଳୀ ମଧ୍ୟ ଏହି ଚୁକ୍ତିପତ୍ର ରେ ବର୍ଣ୍ଣିତହେବ। ଚାଷ ସରିବା ପରେ ଫସଲ କୁ ଠିକ ସମୟରେ ନେବା ର ସମ୍ପୂର୍ଣ୍ଣ ଦାୟିତ୍ୱ ହେଉଛି କ୍ରେତା ର। ଏଥିପାଇଁ କ୍ରେତା କୁ ସମସ୍ତ ପ୍ରକାର ପ୍ରସ୍ତୁତି କରିବାକୁ ପଡିବ। କ୍ରେତା କୁ ଫସଲ କୁ ନେବା ସମୟରେ ହିଁ ଚୁକ୍ତିପତ୍ର ରେ ହୋଇଥିବା ଫସଲ ର ଗୁଣବତ୍ତା ବିଷୟ ରେ ସମସ୍ତ ପରୀକ୍ଷା କରିନେବାକୁ ପଡିବ। ଯଦି କ୍ରେତା ଫସଲ କୁ ନେବା ସମୟରେ ତାର ଗୁଣବତ୍ତା କୁ ପରୀକ୍ଷା କରିନଥାଏ, ତେବେ ଏହା ଧରିନେବାକୁ ପଡିବ ଯେ ଫସଲ ର ଗୁଣବତ୍ତା ପରୀକ୍ଷିତ ଅଟେ ଏବଂ ତାକୁ ଠିକ ସମୟରେ ହିଁ ଫସଲ କୁ ନେବାକୁ ପଡିବ।
• କୌଣସି ସଶ୍ୟ ର ମଞ୍ଜି ଚାଷ ହେଉଥିଲେ, ଏହି ବିଲ ଅନୁସାରେ କ୍ରେତା କୁ ସମ୍ପୂର୍ଣ୍ଣ ମୂଲ୍ୟ ର ତିନି ଭାଗରୁ ଦୁଇ ଭାଗ ମଞ୍ଜି କୁ ନେଲାବେଳେ କୃଷକ କୁ ଦେବାକୁ ପଡିବ। ଅବଶିଷ୍ଟ ଏକ ଭାଗ ମଞ୍ଜି ର ଗୁଣବତ୍ତା ପ୍ରମାଣପତ୍ର ପାଇବାପରେ ଏବଂ ମଞ୍ଜିକୁ ନେବାର ତିରିଶ ଦିନ ଭିତରେ କୃଷକ କୁ ପଇଠ କରିବାକୁ ପଡିବ।
• କିନ୍ତୁ ଅନ୍ୟ ସବୁ କୃଷି ଉତ୍ପାଦ ରେ କ୍ରେତା କୁ ଉତ୍ପାଦ ନେଲାବେଳେ ହିଁ ସମସ୍ତ ମୂଲ୍ୟ କୃଷକ କୁ ଦେବାକୁ ପଡିବ ଓ ରସିଦ ଦେବାକୁ ପଡିବ କୃଷକ କୁ।
• କୃଷି ଉତ୍ପାଦ ର ବିକା କିଣା ଉପରେ ପୂର୍ବରୁ ଥିବା ରାଜ୍ୟ ର ଆବଶ୍ୟକୀୟ ଖାଦ୍ୟସଶ୍ୟ ଆଇନି ୧୯୫୫ ର ମାପକ ଲାଗୁ ହେବନାହିଁ। ଏହି ଖଦ୍ୟସଶ୍ୟ ସମସ୍ତ ଭଣ୍ଡାରଣ ର ପୂର୍ବନିର୍ଧାରିତ ମାପକ ରୁ ମୁକ୍ତ ରହିବ। କୃଷକ ଯେକୌଣସି ପରିମାଣ ର ଖଦ୍ୟସଶ୍ୟ କୁ ଭଣ୍ଡାର ରେ ରଖି ପାରିବେ ଏବଂ ବିକ୍ରି କରିପାରିବେ। 
• ମତଭେଦ ହେଲେ ଏସ୍ଡିଏମ ଙ୍କ ଦ୍ଵାରା ଗଠିତ ବୋର୍ଡ଼ ତାର ସମାଧାନ କରିବ। ଏଠାରେ ସମାଧାନ ନହେଲେ ଦୁଇ ପକ୍ଷ ଏସ୍ଡିଏମ କିମ୍ବା ଜିଲ୍ଲାପାଳ କିମ୍ବା ଉପଜିଲ୍ଲାପାଳ ଙ୍କୁ ଆବେଦନ କରିପାରିବେ। 

ତୃତୀୟ ବିଲ : ଆବଶ୍ୟକୀୟ ଖାଦ୍ୟସାମଗ୍ରୀ ( ସଂଶୋଧନ) ବିଲ, ୨୦୨୦।

• ଏହି ବିଲ କେନ୍ଦ୍ର ସରକାର କୁ ଅଧିକ ଶକ୍ତିଶାଳୀ କରିବ। ଏହି ବିଲ ଦ୍ୱାରା କେନ୍ଦ୍ର ସରକାର ଙ୍କର ଖଦ୍ୟସଶ୍ୟ ର ପ୍ରସ୍ତୁତି ପ୍ରଣାଳୀ, ବିତରଣ, ଆବଣ୍ଟନ ଏବଂ ବାଣିଜ୍ୟ ଉପରେ ନିୟନ୍ତ୍ରଣ ରହିବ। ଏହି ବିଲ ମାଧ୍ୟମରେ କୃଷି କ୍ଷେତ୍ର ରେ ପ୍ରତିଯୋଗିତା ବଢିବ ଏବଂ କୃଷକ ର ଆମଦାନୀ ଅଧିକ ହେବ। ଏହି ବିଲ ଦ୍ୱାରା କେବଳ ଅସାଧାରଣ ପରିସ୍ଥିତି ରେ ଏବଂ ଅତ୍ୟାବଶ୍ୟକ ଖଦ୍ୟସଶ୍ୟ ର ମୂଲ୍ୟ ବଢିବା ସମୟରେ ହିଁ ଭଣ୍ଡାରଣ ରେ ଖଦ୍ୟସଶ୍ୟ ସଂରକ୍ଷଣ ର ପରିମାଣକୁ ନିର୍ଦ୍ଧିଷ୍ଠ କରାଯିବ। 
• ଏହି ବିଲ କେନ୍ଦ୍ର ସରକାର ଙ୍କୁ  ଅଧିକାର ଦେଉଛି କି ସେ କିଛି ଖାଦ୍ୟସଶ୍ୟ , ଔଷଧ, ସାର ଆଦିକୁ ଅତ୍ୟାବଶ୍ୟକ ପଦାର୍ଥ ଭାବେ ନିର୍ଧାରିତ କରିପାରିବେ। 
• ଏହି ବିଲ ଅନୁସାରେ କେନ୍ଦ୍ର ସରକାର କେତେଗୁଡିଏ ଖାଦ୍ୟସଶ୍ୟ ଯେପରିକି ଧାନଜାତୀୟ ଖାଦ୍ୟସଶ୍ୟ, ଡାଲି ଜାତୀୟ ଖାଦ୍ୟସଶ୍ୟ, ତୈଳ ଜାତୀୟ ଖାଦ୍ୟସଶ୍ୟ, ତେଲ, ପିଆଜ, ଆଳୁ ର ବିତରଣ କୁ ନିୟନ୍ତ୍ରୀତ କରିପାରିବେ କେବଳ ଅସାଧାରଣ ପରିସ୍ଥିତି ରେ। ଯେପରିକି ଯୁଧ୍ୟ, ମରୁଡି, ଅତ୍ୟଧିକ ମୂଲ୍ୟବୃଦ୍ଧି, ଅତି ଭୟାନକ ପ୍ରାକୃତିକ ବିପଦ । ତେଣୁ ଏହି ବିଲ ରେ ବନ୍ଦୋବସ୍ତ ବା ପ୍ରବିଧାନ ରହୁଛି କି ଉପରୋକ୍ତ ଖାଦ୍ୟସଶ୍ୟ ଗୁଡିକ ଅତ୍ୟାବଶ୍ୟକ ଖାଦ୍ୟସଶ୍ୟ ତାଲିକା ରୁ ବହିର୍ଭୁତ ହେବ।
• ଏହି ବିଲ କେନ୍ଦ୍ର ସରକାର ଙ୍କୁ ଅଧିକ ଶକ୍ତି ପ୍ରଦାନ କରୁଛି କି ସେ ଯେକୌଣସି ବ୍ୟକ୍ତି ର ଭଣ୍ଡାରଣ ର ପରିମାଣ କୁ ନିର୍ଧାରିତ କରିପାରିବେ। ଭଣ୍ଡାରଣ ର ପରିମାଣ କେବଳ କୃଷି ଉତ୍ପାଦ ର ମୂଲ୍ୟ ବୃଦ୍ଧି ରେ ହିଁ ନିର୍ଦ୍ଧିଷ୍ଠ କରାଯାଇପାରିବ। ଯଦି ଖୁଚୁରା ବ୍ୟବସାୟୀ ଫଳ, ଫୁଲ ଆଦି ର ମୂଲ୍ୟ ବଢାନ୍ତି ଏବଂ ଶୀଘ୍ର ପଚୁ ନଥିବା କୃଷି ଜାତୀୟ ଖାଦ୍ୟସଶ୍ୟ ର ମୂଲ୍ୟ ପଚାଶ ପ୍ରତିଶତ ବଢିଲେ ମଧ୍ୟ ଭଣ୍ଡାରଣ ର ପରିମାଣ ନିର୍ଧାରିତ ହେବ।ଏହି ମୂଲ୍ୟ ବୃଦ୍ଧି ଗଲା ଏକ ବର୍ଷ ର ବୃଦ୍ଧି କିମ୍ବା ଗଲା ପାଞ୍ଚ ବର୍ଷ ର ଖୁଚୁରା ମୂଲ୍ୟ ବୃଦ୍ଧି ଯେଉଁଟା କମ ଥିବ ସେଇଟା କୁ ନେଇ ନିର୍ଧାରିତ ହେବ।
• ଯେଉଁମାନେ କୃଷି ଦ୍ରବ୍ୟ ର ମାନକ ବୃଦ୍ଧିରେ ନିୟୋଜିତ ଅଛନ୍ତି, ରପ୍ତାନି କରୁଛନ୍ତି, ପରିବହନ ସୁବିଧା ଉପଲବ୍ଧ କରାଉଛନ୍ତି, ଏମାନଙ୍କ ଠାରେ ଭଣ୍ଡାରଣ ପରିମାଣ ନିର୍ଧାରଣ ନିୟମ ଲାଗୁହେବ ନାହିଁ।
• ଏହି ବିଲ ଅନୁସାରେ ଯେକୌଣସି ବ୍ୟକ୍ତି ଫସଲ ଅମଳ ଠାରୁ ଆରମ୍ଭ କରି ଗ୍ରାହକ ମାନଙ୍କ ପାଖରେ ପହଞ୍ଚିବା ପର୍ଯ୍ୟନ୍ତ  କାର୍ଯ୍ୟ ରେ ଭାଗ ନେଇପାରିବେ। ଏହି ପର୍ଯ୍ୟାୟ ଗୁଡିକ ହେଉଛି ଖାଦ୍ୟସଶ୍ୟ ପ୍ରସ୍ତୁତି ପ୍ରଣାଳୀ, ପ୍ୟାକେଜିଂ, ଖାଦ୍ୟସଶ୍ୟ ସଂରକ୍ଷଣ, ପରିବହନ, ଖାଦ୍ୟସଶ୍ୟ ବିତରଣ।
• ଏହି ବିଲ ଅନୁସାରେ ଖାଦ୍ୟସଶ୍ୟ ର ସଂଚାଳନ ଏବଂ ଖାଦ୍ୟସଶ୍ୟ ଉପରେ ଲାଗୁଥିବା ଭଣ୍ଡାରଣ ପରିମାଣ ନିର୍ଧାରଣ ର ନିୟମ ସବୁ କୌଣସି ସରକାରୀ ସାଧାରଣ ବିତରଣ ବ୍ୟବସ୍ଥା ରେ ଲାଗୁ ହେବ ନାହିଁ। ଏହି ପିଡ଼ିଏସ ବ୍ୟବସ୍ଥା ରେ ଯୋଗ୍ୟ ଲୋକମାନଙ୍କୁ ଉଚିତ ରିହାତି ମୂଲ୍ୟ ରେ ଖାଦ୍ୟସଶ୍ୟ ବଣ୍ଟନ କରାଯିବ।

वीगत साठ वर्षों तक हमारे किसान भाई को गवार बनाके रखा गेया। उनको देश दुनिया के बारे मैं अज्ञान अन्धकार मैं रखा गया। बहत सारा राज्यों मैं किसान भाई को सरकार का कृषि पॉलिसी के बारे मैं सच्चाई पता नहीं है। छे दसंध तक निजी स्वार्थ हेतु किसान भाई को अंधेरे में रखा गया। और धीरे धीरे किसान भाई अपने को लाचार मानने लगा। पॉलिसी तो बना दिया गया पर उसको कार्यकारी नहीं किया गया। इसीलिए किसान भाई को कृषि से लाभ नहीं मिल सका। धीरे धीरे किसान भाई को जात पात के नाम पर बांटा गेया। उनके मध्य कलह का सृष्टि किया गया। और उनका एकता को खंडित किया गया। राजधानी मैं किसान केलिए पॉलिसी निकला और गांव में किसान भाई को कुछ पता ना चला। ऎसे चालता रहा। कभी उंकेलिए पालिसी नहीं बना। पर उनके हित के बारे में हवा बनाके उनको कुछ चाटुकार घूसखोरी किसान भाई को ठग ने लगे। धीरे धीरे किसान को नुकसान भरना पड़ा। और किसान के भरोसा इन राजनेताओं से उठ गया।

अब उस अविश्वसनीयता और नुकसान उठाने का भय से उनको कौन निकलेगा? ये एक बहुत दुसद्य कार्य हे जिसको हमारी वर्तमान की सरकार कर रहा हे। हमारे मोदीजी किसान कि समस्या को भली भांति जिया हे और मेहसूस किया हे। क्यूं की वो अपनी जिंदगी अपने भारत माता की नाम किया हे। अगर किसान भाई छे दसंधी तक नुकसान सहा हे तो मोदीजी को भी  तिश साल दे के देख ले। अपने भारत माता को और खुदको हस्ता किलखिलता हुआ पाओगे। अपने किसान भाई को मोदीजी का जीवन को परख ना होगा। केसे व्यक्ति है, जानना होगा जो अपनेलिए कभी कुछ नहीं किया। अपने देश के किसान के बरें में हमेशा सोचा। 

• अपने मोदी सरकार जो कृषि कानून लाएं हैं, वो किसान भाई केलिए बहुत अच्छा है। पहले किसान भाई अपने उपजाऊ को कहीं भी अलग स्टेट में बेच नहीं पाते थे। परन्तु ये बिल किसान भाई को सरकारी स्तर पर अनुमति देता हे वो अपना उत्पाद को कहीं भी भारत में बेच सकता हैं। 
• ये कृषि कानून एमएसपी से कुछ छेड़छाड़ नहीं करता हे। एपीएमसी के तहत जो भी एमएसपी होगा उसको मानेगा।
• ये कृषि कानून किसान को अपने पुराने मार्केट के बाहर जाकर फसल को बेचने कि अनुमति देता है। किसान एमएसपी से ज्यादा दाम भी डिमांड करसक्ता हे।
• जैसे पुराने मंडी सब चलता था वैसे ही चलेगा। पर जो किसान चाहेगा वो बाहर की राज्यों में भी फसल बेच पाएगा। और उसपर राज्य का टैक्स नहीं लागू होगा।
• ये कृषि कानून किसान को बड़ा मार्केट अथवा बाजार दे रहा हे। तो ये खुसी कि बात हुईं ना।
• ये बिल किसान भाई को एक प्लेटफॉर्म दे रहा है जिसमें किसान भाई अंतरास्ट्रीय बाजार को भी जा सकता है। सिर्फ इस्केलिये उसको अपने राज्यों में रजिस्ट्रेशन करना होगा खुदको। किसान भाई ग्रुप होके भी अपने को रजिस्ट्रेशन कर सकते हैं। उसको फार्मर प्रोड्यूसर ऑर्गनाइजेशन बोला जाएगा। किसान इसिके माध्यम से ब्यापर करेगा राष्ट्रीय और अंतरराष्ट्रीय स्तर पर।
• सरकारी स्तर पर व्यापार का जायजा लिया जाएगा। कोई भी डिस्प्यूट होगा तो उसका रिजॉल्यूशन कियाजाएगा सरकारी स्तर पर एसडीएम के लेबल पर होगा। 
• धोखागरी केलिए भी सख्त भुगतान रखा गेया है। अगर कोई कृषि मूल्य में धोखा करेगा, उस्केलिये पच्चीस हजार से लेके पाच लाख तक जुरमाना रखा गेया है।
• अगर व्यापार में कोई फ्रॉड करेगा तो उसके लिए जुरमाना पचास हजार से लेके दस लाख तक रखा गेया हे। 
• और व्यापार मैं  पहले से ही कृषि मूल्य तय किया जायेगा सरकारी स्तर पर और कृषि करने पहले से ही एग्रीमेंट किया जाएगा किसान भाई और बायर्स के बीच में।
• इसी कृषि बिल में प्याज, आलू, गेहूं, चावल, बाजरा, एडिब्ल ऑयल, ऑयल सीड को एसेंशियल कमोडिटीज़ नियम के बाहर रखा गेया हे। अब किसान भाई ये सब का व्यापार कर सकता हे। 
• कुछ डॉक्यूमेंट को किसान भाई को बनाना पड़ेगा जैसे पान कार्ड।
• मोबाइल पे सब किसान भाई को पहले अपने को रजिस्टर करना होगा। e-Nam साइट पर खुद को रजिस्ट्रार करना होगा। उससे सर्वभारतीय स्तर पर किसान ट्रेडिंग कर पाएगा।

IN INDIA MBA COLLEGES SHOULD GIVE MORE EMPHASIS ON ENTREPRENEURSHIP DEVELOPMENT RATHER PLACEMENTS.

There are hundreds of MBA colleges and MBA students. A MBA student generally spends minimum 7-10 lakhs for to complete his/her study by doing education loan. But lastly satisfied with a mere Rs 30000/- to Rs 40000/month salary and crushed his/her head for lifetime in the feet of a multinational company or a private company or very smooth banking life. The real talent of that youth hasn't been explored. This is called under explored brain or talent. I think MBA colleges doesn't give much importance to entrepreneurship development rather they gives much importance to placement. This may be the reason more youth are preferring to establish themselves in foreign countries. I think the MBA students needs much more counselling to go for entrepreneurship development. Who will motivate them except MBA colleges in which they are enrolling?

Today India is growing in multiple way. So we need more professionals to come forward and utilize their knowledge, experience and leadership quality in generating entrepreneurs. By creating entrepreneurs we will generate more employment privately which further enrich the life of our people. Entrepreneurship development helps our people in becoming self dependent economically and socially. If someone is economically healthy, he must be mentally healthy. There are many sectors a professional can go for entrepreneurship development like Agriculture, more specifically in Horticulture, dairy industry development that is Milk processing industry( Ghee, cheese, paneer etc). In Horticulture One can go for establishment of fruit, flower and vegetable processing industries in India in an increased manner. In a wide extent one can go for textile industry like jute industry.

One can go for commercial cultivation in order to achieve the processing industry targets. In India except 3-4 states there is no commercial cultivation of crops in agriculture and no counselling centers are also there to motivate farmers to go for it. Thanks to the government of India for bringing out new policy by which a farmer can sell his produce all over India and outside India.

If from 100 colleges of MBA, 10 students per MBA college will be interested to go for entrepreneurship development, then straight 1000 entrepreneurs will be developed and lakhs of employment will be generated. It's time to think all of us seriously about our country specially our professionals. 

MBA students or any professionals can take the benefit of Government of India's initiatives like START UP and MAKE IN INDIA policy. They can also help other fellow young men by motivating them to come to entrepreneurship development sector and also they can set examples of themselves by entering to commercial agriculture in a grand way through utilizing their parental agricultural lands into commercial venture.

They can also enter in the world of natural or renewable energy sector and set up their own farms. Because India now is new emerging  destination of Investment in renewable energy sector. Whether it may be solar energy or wind energy or water energy. Now India's agreement on this renewable energy is going on with Denmark who is the pioneer of green energy. How much cost India is bearing in selling liquor?

 The Origin of India is from Vedic culture or Sanatana culture. There is no space for non-veg in sanatana culture. There is un-limited knowledge in our scriptures like Vedas and Upanishads about the universe, Human-being and God. Our scriptures are telling us the science of how the entire universe is working under the guidance and supervision of God. Our supreme power is Shree Radhey Krishna and all other deities and living beings are part of their energy. Our culture says live and let live with peace and without violence. At the same time in order to save your Dharma if necessary take the weapons and fight against the evils. In our History there is no scarcity of sacrifices and at the same time battle for justice.

But today our government is opening liquor shop in the name of revenue collection. Can't we generate revenue in other developmental sector like agriculture, business, service etc ? I don't think that much of revenue has been collected from liquor selling. Rather it destroys our human potential, human power, most importantly it destroys spiritual growth of our countrymen. It destroys our future generations and makes our mind into a dustbin. Apart from this, consuming liquor in excess amount deteriorates the health of ours. It mentally killed a person by hijacking his or her rational  thinking power. It destroys thousands of family life by creating disturbances among family members. It is becoming an addiction which later on force a person to commit crimes. Our scriptures has told us consumption of liquor is a sin among five important sins as it has lots of bad impact on human being.

Most importantly alcohol killed all the positivity inside us and bring us in a deep state of depression. It destroys all the goodness inside human being. That ultimately seized the rational thinking power towards ourselves and towards our society. It enhances the negativity and  fear inside us. It also reduces the tolerance power for bearing any physical or material loss to ourselves. It is just devastated our relationship with our family, friends, colleagues and society.

As a government our primary duty is to save our citizens from any evils. It's our duty to create dynamic, talented and positive personality inside our citizens. But we in the name of revenue are destroying our youths. By giving easy access to alcohol we are finishing thousands life in India. We are finishing thousands family. We are bringing darkness in lakhs of houses. Before we lit the candle, the candle itself is Breaking down. India is having very small small villages where quality Education is not at reach to every child. But alcohol can reach. How fool we are as a government? And we have Education system with full absence of morality and full presence of foolishness which only can create educated unemployment. 

I urge Indian government please for God's sake stop selling alcohol. We are losing our brothers, fathers, uncles. Please stop these silence killing our innocent people. Stop stop stop alcohol selling and save our young talent.

After Demonitization Why There Is No Presence And No Activity of NGOs In India Particularly In Rural Areas:

  

For the intensive Development of India NGOs ( Non- Government Organizations) have to play a vital role. Prior to Demonitization there are lots of NGOs in India seemingly have their presence in rural or urban areas and specifically in Rural areas. But after Demonitization the presence of NGOs have since been very minimal or null so to say.

May be after Demonitization the illegal funding of NGOs have been stopped. May be prior to Demonitization there  were more misuse of funds happening among the NGOs in the name of development. But today India needs more active participation of NGOs for the Development of it's rural population.

At the same time lots of Central Government developmental programs are continuing in rural India. But due to illiteracy, ignorance and very importantly language barriers the awareness about the different government schemes couldn't happen among Rural people. Fifty percent people don't know how to write, how to operate mobiles. They don't know how to fill up different application forms, banking vouchers, they don't have PAN cards and harassed by different political agents called Dalals or middle-man.The Dalals are exploiting the ignorant people by showing them the false hopes and assurances.

Thus the government affiliated NGOs should be encouraged and strengthened, so that they can aware and empower our rural people. The need of the hour is how to educate the rural people and make them familiarize with the mobile technology. The problem arise when a state government doesn't implement the central developmental schemes in it's state with letter and spirit. 

It's too late, but still central government should encourage the NGOs to actively participate in every developmental programs in rural areas in India.  More private investment should come to rural sector for implementation of developmental schemes.

How To Make Book Writing More Popular In India:

Since long the education system of India have been creating fears among our netizens that writing is very difficult and to become a writer you have to be a great personality. But why it is like that since long? Why our children have been in dark and fearing to write their feelings, their experiences, their stories and give it a shape of books. Because in our schools it is not teaching them, nobody ever been told them, nobody encourage them that you also can be a writer of your own thoughts. You have capability to write books and your opinions matters.

When a child is growing, he has lots of thoughts, lots of queries and he always tries to find someone to share his or her feelings. The revolutionary ideas are developing in his or her mind. He or she has ocean of Dreams to fullfil. But there is no one right there to channelize his or her thoughts in a proper direction. The child lastly feels very helpless in fulfilling his or her dreams. There is no one to recognize those wild jasmines. And India is loosing many gems like this.

If we will try to inculcate this writing habit inside a child from the school itself, then it may be a future occupation for many of our children. As a parent we should try at home by giving him or her tasks to write about their village, village temples, the History of village and many more ideas. So that unknowingly it will be a habbit of that child to pen down his or ideas in papers. Then we can take print out of it and make a small book with his or her name. Unknowingly we made our future writers.

If that habbit persists, we can generate many more writers in our country with unlimited ideas. The ideas may be environment, history, geography Education, agriculture, healthcare, science, astronomy, space, sports, spreading peace and love etc.

And India will become the hub of writers of it's culture and heritage.

 A historical first virtual meet has been held on  28th September 2020 between Denmark PM Mrs Mette Fredrickson and Indian PM Mr Narendra Modi. A green strategic partnership has been discussed between the Prime Ministers apart from various developmental issues. Here I am going to put the light what exactly the position of Denmark in green or clean energy sector in the world.

Denmark is a small Scandinavian country in Europe. It's linked to Sweden by Oresund Bridge. Copenhagen is the capital of Denmark. The citizens of Denmark are called Danis.It has the longest royal monarchy ruling country and got democracy on 1945. The currency of Denmark is Danis Krone. Time taken from Denmark to India by flight is 15 hr 10 min. Present Prime Minister of Denmark is Mrs Matte Fredrickson and Monarch is Margrethe. It's population is approximately 58 lakhs.

Denmark is Pioneer in Clean Energy after the country faced a huge energy crisis in 1970's.  Before 1970 they were usually depends upon fossil fuels. But after that they thought how to get independent of fossil fuels and how to conserve energy. Because of this they were tried to heat the big pile of stones through electricity,  generate heat and then conserve it.

PIONEERS IN CLEAN ENERGY:

More than two third of Denmark's renewable energy comes from bio- energy that is stored in organic material or biomass.

• Agriculture is a big business in Denmark and it indirectly helps in generating energies.
• With manures, Animal fats, straws are the raw materials used for biogas and liquid biofuels.
• Many Danish power plants are switching from fossil fuels to biomass (wood petlets, wood chips and straw).
• Nearby two third of the Danish households are supplied with district heating (heat networks) where the heat is distributed to citizens as hot water in pipes.
• Roughly half of the fuel for District heating in Denmark is made up of biomass and other sources of renewable energy.
• While Biomass is a renewable energy source it's climate impact depends on the type of biomass being used.
• There is a strong focus on securing sustainable biomass in Denmark.
• Clean energy is a Danish Passion and 30% of total energy used in Denmark comes from renewable sources.

GREEN ENERGY:

In Denmark they are used the wind, solar and geothermal energy as Green renewable energy.

• Wind energy is well established in Denmark which long ago decided to put the Danish climate's constant breezes and blusters into practical use.
• Now Denmark produces almost twice as much wind energy per capita as the runner up among industrialized countries in the OECD.
• A giant offshore wind farm is under construction on the island of Mon in the Baltic sea. When it is finished in 2022, it will produce enough electricity to power six lacs household.

A FIRST MOVER IN THE WIND BUSINESS:

• Denmark began looking into the possibilities of wind energy after the oil crisis of 1973.
• A nascent wind turbine industry was emerged as a spin-off of the manufacturing of agricultural machinery and the first commercial wind turbine was errected in 1979.
• The success of onshore wind power inspired the development of offshore wind energy.
• In 2002, the world's then largest offshore wind farm Horns Reef-1 was established in the North sea about 14-20 kms off the coast of Jutland.
• In 2009 and 2019 two more offshore wind farms were inagurated near Horns Reef 1. The newest of them Horns reef-3 is the Denmark's largest offshore wind farm and will increase the Danish electricity generations from wind by arround 12% with a total capacity of 407MW, 49 wind turbines of Horns Reef-3 will cover the annual electricity consumption of approximately 425000 Danish households.
• In 2019 according to preliminary figures a historical event occurred in Denmark.
• The 15th of September from midnight to midnight was the first day ever where wind turbine production exceeded the Danes electricity demand.

WIND ENERGY EXPORT:

The world's top innovators in wind energy include the Danish Company Vestas and Siemens Gamesa which has Danish root. Together these two companies had a share of almost a third of global wind turbine installations in 2018 according to global data.

MH1 Vestas- a joint venture between vestas and a Japanese company Mitsubishi Heavy Industries currently produces the world's most powerful serially produces turbines that is 9.5 MW. It has a rotor diameter of 164 meter about the length of ten parking spaces.

Financial Literacy In Rural Bharat :A Dream To Be Achieved

   More than sixty percent people of Bharat is living in rural area. They are doing agriculture and small small business in those areas. The business activities are like shoe shop, clothing shops, medicine stores, small restaurants, electric shops, variety stores, fancy stores, gift stores, sweet shops etc. carried out by them.In agriculture they are usually growing cereals, pulses, oilseeds, vegetables and fruits. There are various topography in Bharat. People are living in coastal area, people are living in hilly terrains, people are living in high hilly areas, specifically tribal areas.

    So the above factors have tremendous impact on financial literacy in Bharat. Another important factor is education. The level of education varies from places to places. In coastal ares the percentage of education is more than hilly or tribal or difficult areas where the communication is very poor from the cities. Also in tribal areas specific languages are being used which are not the medium of instruction language in the states. Also social behavior, discipline, interest to learn, the purpose of being educated, the purpose of literacy, the benefit of literacy, the purpose of educating their children, the value of morality in life, the hunger, lack of dreaming to uplift their lifestyle above below proverty line, lack of rationality, lack of ethics, misguidance of political people, giving wrong notion about the system by notorious people or anti-nationals are the reasons which keeps our people out of financial literacy. 

       Another Important reason is lack of use of electronic gadgets like mobile, smart phones, Android phones etc. Less adoptance to modern technologies due to illiteracy also plays Important role in not getting financially literate. Lack of motivation also one of the main reason of not getting financially literate. Absence of government or private organization who will take part in motivating people and giving the training about financial literacy in remote areas regular basis.

     Basics of financial literacy are as follows:-

• How to read and write numerals?
• How to do basic addition and substraction?
• How to fill up different vouchers which are being used for different financial transactions? Examples like deposit vouchers, withdrawal vouchers, vouchers for NEFT, vouchers for RTGS etc.
• How to fill up loan application  forms?
• Educate the people about the various government financial benefit schemes.
• Educate the people about various saving or deposit schemes.
• Educate the citizens about the basic documents for opening of any saving accounts or current accounts?
• Educating the citizens of Bharat about KYC documents and it's importance.

But now there is another challenge in front of us. How to educate them about mobile payment systems? It's benefits and risks. But before that every house hold should get basic education of leaning letters and numerals. In rural areas the ages between 40- 70 years of ages people are vulnerable group in not getting Education which is very much necessary for financial literacy and in the development of economy of our country Bharat.

Cognizable and Non- cognizable Offence in Criminal Procedure Code In India:

 COGNIZABLE OFFENCE: It is an Offence where a police officer can arrest without a warrant.

• In such cases after arrest has been made, the accused will be produced before a magistrate and he may require the police officer to investigate the matter.
• After investigation, if the case is made out i.e. the charge sheet filed goes against accused, the magistrate can order for arrest.

EXAMPLES OF COGNIZABLE OFFENECES:

• Offences of waging or attempting to wage war or abetting the waging of war against the government of India.
• Wearing the dress or carrying any token used by a soldier, sailer, or airman with an intent that it may be believed he is such a soldier, sailor,or airman.
• Rioting armed with deadly weapon.
• Hiring, engaging or employing persons to take part in an unlawful assembly or taking part in self.
• Being or expecting to be a public servant and taking a gratification other than legal remuneration in respect of an official act.
• Public servant obtaining any valuable things without consideration from a person concerned in any proceeding or business transacted by such public servant.
• Counterfeiting or performing any pat of the process of counterfeiting Indian coin.
• Having possession of a counterfeit government stamp.
• Making or selling false weights or measures for fraudulent use.
• Negligently doing any act known to be likely to spread infection of any disease dangerous to life.
• Causing a disturbance to an assembly engaged in religious worships.

NON-COGNIZABLE OFFENCE:

Non- cognizable offences are those where a police officer can't arrest without a warrant.

• In such offences for arrest all the steps have to be followed as below.
• Filing of complaint/F.I.R
• Investigation
• Charge Sheet
• Charge Sheet to be filed in court.
• Trial
• Final orders of arrest if case has been made out.

EXAMPLES OF NON-COGNIZABLE OFFENCES:

Following are some examples of non-cognizable offences.

• Owner or occupier of land not giving information of riot etc.
• A public servant disobeying a direction of the law with intent to cause injury to any person.
• A public servant unlawfully engaging in trade.
• Bribery during elections.
• Making any false statement in Connection with an election.
• Absconding to avoid service of summons or other proceeding from a public servant like where summons or notice require attendance in person etc in a court of Justice.
• Refusing to take oath when required taking oath by a public servant.
• Obstructing Public servant in discharge of his Public functions.
• Giving or fabricating false evidence in a judicial proceeding.
• False claim in a court of Justice.
• Fraudulent use of false instrument for weighting.
• Selling any food or drink as food and drink knowing the same to be a noxious.
• Offering for sale or issuing from a dispensary any drug or medical preparation known to have been adulterated.
• Voluntarily causing hurt on grave and sudden provocative not intending to hurt any other than the person who gave the provocation.
• Buying or disposing of any person as a slave.
• Dishonest misappropriation of movable property or converting it to one's own use.

A child is the future of this world. We can build a child as we want. If we sow the seeds of good things in a child, it can give us a good reep. In Bharat the moral values of a child has been given much importance in the vedic scriptures. In the families of Bharat parents are teaching the children about how to respect elders, how to differentiate between good deeds and bad deeds, what to do to be a great human being.Because a human being has tremendous potential to give back the society as it is his prime duty.

A child receives the things quickly those he watches his surrounding doing specifically what his parents doing. If we give respect to the elders he also gives. If we scolds some elders, he also learns that and applies in his parents first. If we are taking sweetly with him, he learns to talk sweetly with everyone.

If parents teaches their children how to help others, how to feel sympathy for others, how to oblige, then a child can grasp it very quickly and enthusiastically, as a normal child is always very curious about knowing something new. 

A educated parent can very well lays the foundation of Patriotism inside a child. And it is very important for a nation to have more Patriots than traitors. It has a positive impact on the sovereignty of our country Bharat or any other country. 

A child must know the basics of background of his culture, traditions, vedic scriptures, environment, and most importantly the logic or science behind every material things. A child has every right to know the objects surrounding him like the sky, the stars, the oceans, the plants, forests, mountains etc. Most importantly he has to tought about discipline in life.Thus it is very important to raise a child with outmost care and love.

How To Induce Patriotism Within Our Children???A Thought.

       After  the British leave our country,  they left their culture Inside the body of our constitution, specifically  in our education systems and institutions. They destroyed our culture, our pure hindu traditions. They prohibited us from knowing our scriptures.They devided us in the name of cast and creed. They injected hatism among our widely diversed multilingual states. So in educational institutions the glorification of Western culture started. They were tought there if you want to develope in your life, forgot your mother language and chew English language. There was no content of our ancient  history in the school syllabus. In Britain, England, America, their students studys in their school how to cook, how to farm, how to ride horse etc. So that the students have no feelings of difference among different works like from  cooking  to horse riding. They learns to respect every profession. But in India they laid the foundation in school and colleges how to feel low about some professions and how to feel good about some professions.

       Now it's our duty to be the teacher of our children from the very beginning, even inside the mother's womb we can laid the foundation of moral and spiritual values like Abhimanyu in Mahabharata. This is the only way we can save our children from the monster Western culture and help him to survive in this society. We have to teach our children we are the pure soul not just body and our soul is the servant of our super soul that is our God. Our super soul is the creator of this whole universe and we the soul as a part of this super power can do any good things for this whole world and humankind.

How The Vedic Education System Of Bharat Destroyed By Mogol and British Invaders?

    Long long ago arround 5000 BC to 2000BC the name of India was Bharat.This name came after king Bharat and in all over the world specifically asian countries Sanatana dharma was there. In that time the education system was called "Gurukula System Of Education".

      In Gurukula System Of Education, the children above six years of age were studied irrespective of all cast and creed. The children were studied over there the cousres like our scriptures Veda, Sankhya,puranas. They were studying at Gurukula the subjects like Brahmanda means universe. It includes stars,planets,celestal bodies called astrophysics. They also studied there Achara-Byabahara called behavioural science. They were studying spirituality, yoga, pranayam, meditation. They were studying about environment, agriculture.They were studying self defence like wrestling, archery, horse riding, fist fighting etc. The students were also studying there vocational courses like Pottery,  art and craft making and othere enterpreneural activities. Students were studying at Gurukula theory as well as practical . Through these rigorous and discipline study a young man can live his life in a very peaceful manner without harming others. But it is very rare for a girl child to study at Gurukula. Because at that time Girl child were learning the basics from their mothers. Ladies were studied veda puranas at their home only.

       Students were also helping their Guru in arranging firewoods for cooking and Guru and Guru patni treated the students as their son. Because students were living at Gurukula till the end of their study. Students generally obeys them as their parents. Guru patni tendered them with more affection. Where as Guru was giving them punishments if they did some mistakes. Lastly students offered Guru dakshina to their Guru by completing some tasks. Also in the end of study, students  were facing exams.

       

        Gradually our education system at the time of Mogals and British rule got deteriorated and vanished. In British rule more destruction of our culture and education system occurred. The British had a dirty mindset. For their benefit they started their devide and rule policy.They have created cast discriminations and devide the people of Bharat. Also they devided our country and people on the basis of religion.

       Gradually they started attracting some of the rich and notorious people to run their business by giving them bribes and special facilities. They offered them some royal posts and gave them priority in being educated. They only gave the chance to those selected people in getting higher studies and make English the official language and made that compulsory.


        They tried to destroy our regional languages by making English only official language to get a job in India or abroad. They made the learning of English very expensive. They even didn't give the chance to all the people of Bharat to learn English. Very rare people had the chance to learn English by buttering the British administration and help them in anti- Bharat activities. They created an atmosphere of fear about the learning of English.They treated the innocent and naive people of Bharat as their slaves. They used to beat them and got their work done by them without giving proper remuneration. Then they started system of Jamidari, Mahajana or Landlord by giving some people more facilities and lands to run their business and devide Bharat. Then by gradual revolution many Patriots like Bhagat singh, Subhash Bose, Khudiram Bose, Mangal Pandey and so many others had participated in independent Bharat movement and made Bharat free from British rule.

         In the meantime they spoiled our rich culture, rich educational institutions like Nalanda etc.They included the article in our Sambidhan that we couldn't include vedic system of education in our school or college curriculums. They made our education system void and very expensive. All will get educated but don't get employment. They also excluded our vocational education from school and colleges curriculums.It is the time to analyse our education system and made amendment in our Sambidhan as per our vedic education system.

Need Of The Hour- Change In Indian Government Education System

     Education is the basic right of every individual in India and nobody should be deprived of quality education also. Education in real sense is the social, physical, mental and spiritual growth of a human being. Education is a means through which an individual can see the light in the darkness. If education can't show us the light instead force us to go towards the darkness, then this type of education is not real education and it doesn't have any sense in being educated.

           In our India specially in rural villages the education given to our children is not up to the mark. A child can't study English in first standard in government schools states like Odisha. For studying English alphabets a child has to wait till class three.

         Generally government has made basic education free of cost in it's schools. That doesn't mean it is at the cost of quality. In rural areas in India a child can't get better education than it's counter- part has got in urban areas. I don't understand why this type of discriminations in schools among rural and urban areas?

          An uniformity should be maintained in educational structures and curriculums in India. Then only we can create more skills and talents. For example in an English medium school they have their music teacher, dance teacher, art teacher etc. But in government schools in India don't have these teachers and posts. Is our government so incapable to have a music teacher, dance teacher, art teacher in government schools? Why a child is being deprived from getting a quality education? Is not it a basic right for him/her? If government allocates budget for education annually, then it should think about creating these regular posts in schools.

            Our education system needs to be such type where a child must know and understand the practical aspect of his study. The basics of professional coueses like space, astrophysics etc should be included in our school's curriculum.

               Lastly the monitoring system should be strong in both rural and urban areas of India. Because in this case our education system is very less discipline. If our government doesn't give emphasis to the above matters, then it will create a huge problem in creating skilled human resource .As from the age between six to fifteen is very much crucial for developing a child's future.

It destroys your peace and happiness by creating outward pressure. Though it gives you a constant income but debilitate your inner thoughts. It hampers your health if you will not careful about your body, mind and soul.

     In a country like India also the generation of employment is quite low. India needs to educate it's citizens about the resources available in India which can help India to become a self reliant country.India needs to change it's syllabus in academy. The more we go for vocational education, the more we will go forward to achieve our goal.

          Because most of the time it is shown that after completing necessary education the students in India just wait for employment. They are not using their mind and the subject they studied in their academy. Instead they should utilize their study and go for enterprenuring activities. So that they can generate employment for others and help them to become another successful enterprenure. This habit should be changed as early as possible. 

     

         Our education system needs a huge leap of faith and adopt vocational system and skilled our youth before it's too late.Because in school and colleges only we can build a child's future whether we can show them light or we push them inside a dark hole.Time to think about it.Make in India or break in India.
